Portugal Extends Validity of Expired Visas and Residence Permits Until June 30, 2025

Still living in Portugal with an expired visa? Don’t panic—you’re not illegal! In a unique and important move, the Portuguese government has extended the validity of expired visas and residence permits until June 30, 2025, giving thousands of foreign nationals legal peace of mind.

What’s the Big Deal?

Under the current application of Decree-Law no. 10-A/2020, Portugal has decided to treat all visas and residence permits that expired on or after February 22, 2020 as legally valid until June 30, 2025.

Yes, you read that right. If your document expired anytime during or after the COVID chaos, you’re still legally safe in Portugal.


What Documents Are Covered?

This extension isn’t just for a specific group—it applies to nearly all foreigners in Portugal. Covered documents include:

  • Residence Permits (AR) – Including CPLP ARs (for Community of Portuguese Language Countries)
  • EU Citizen Registration Certificates
  • Residence Cards (for EU nationals and their family members)
  • Short-stay, Temporary Stay, and Residence Visas
  • Other legal immigration documentation.

Who Must Accept These Expired Documents?

Every Portuguese public service. That means you can still work, get health services, and access government resources even if your visa looks outdated.

Here are some places where your expired-but-still-valid visa will be honored:

  • Institute for Employment and Vocational Training (IEFP)
  • Social Security Institute (ISS)
  • Tax Authority (AT)
  • National Health Service (SNS)
  • Municipal & Parish Councils
  • Banks
  • Employers.

Basically, if it’s Portuguese and public-facing—they’re legally bound to accept your document until June 30, 2025.


But Can You Travel Outside Portugal?

Here’s where things get a bit icy.

This extension is only valid inside Portugal. You cannot use these expired documents to travel to or move around other Schengen Area countries. Entry into other EU countries still follows the Schengen Borders Code, and your expired permit won’t fly there.

So, if you’re planning a trip to Spain or Germany, update your documents first.


Can You Leave and Return to Portugal?

Yes, you can. You’re allowed to exit and re-enter Portugal using your expired-but-legally-recognized visa or permit. Just remember: This privilege ends on June 30, 2025.
